Dealing with UGC quality inconsistency when expanding to new markets—what's your system?

We’re at this weird inflection point where we’re bringing on US-based UGC creators and the quality is all over the place. Some stuff is incredible; some feels like it was shot on a potato. I think the issue is that our content guidelines were built around Russian market conventions. When we hand them to US creators, they either ignore them or follow them too rigidly, and neither version works.

First, I’d separate “quality” into two dimensions: technical quality and market resonance. They’re not the same thing.
