We had a UGC campaign that was flying in Russia. Consistent quality, predictable engagement, clear ROI. Videos performed well, creators understood the brand voice, and we had a solid playbook for what worked.
Then we tried to scale to the US market with the same approach, same metrics, same success criteria. Within two weeks, everything felt broken.
The metrics we were tracking in Russia—average watch time, comment ratios, reshare rates—suddenly looked completely different in the US. And I realized we didn’t have a shared definition of what “quality UGC” even meant across markets. What counted as engagement in Russia didn’t carry the same signal in the US. We were measuring the same thing but interpreting results through completely different lenses.
It got worse when our US team and Russian team started comparing numbers. We’d argue about which metrics “proved” success. Same video, same platform, completely different interpretation of whether it worked.
What saved us was bringing both teams together to literally align our definitions. We defined what “quality” meant (not subjectively, but operationally). We standardized how we’d measure video performance. We agreed on success thresholds for each metric. And crucially, we documented it so new team members didn’t reinvent the wheel.
Once the definitions were aligned, the metrics told a clearer story. We could actually see which creators performed consistently across markets and which ones were market-specific. Our UGC production became way more efficient because we weren’t constantly second-guessing what counted.
If you’re managing UGC campaigns across multiple markets: how are you handling metric alignment? Are you treating the US and Russian markets as completely separate, or are you trying to create a unified measurement framework? What’s broken for you when you scale?

The Russian creators got context about why we cared about engagement velocity. US creators understood why we were testing different CTA placements.

The metrics breakdown when you scale is inevitable if you’re not careful about definitions. I see this constantly: people assume engagement rate means the same thing on Russian TikTok as it does on US TikTok. It doesn’t. The algorithms are different, user behavior is different, content format preferences are different.
What I’d recommend: build a metrics translation document. Not just definitions, but historical baselines for each metric by market. For example: “Average watch time for a 15-second UGC video is 8 seconds in Russia, 6 seconds in US. This is the baseline, not a sign of failure.”
Once you have those baselines, you can actually compare performance. A creator hitting 8-second average watch time in Russia and 7-second in US is performing extraordinarily well, not inconsistently.
Did you also adjust your success thresholds by market, or did you try to keep them uniform across both regions?
We’re living this right now. Expanded our UGC operation from Russia to US three months ago, and we immediately hit the metrics wall. Our Russian UGC creators were hitting targets consistently. US creators came in, and suddenly our dashboards lit up with what looked like failures.
Turns out, the issue wasn’t the creators or the content quality. We just hadn’t calibrated for market differences. US audience behavior on short-form video is genuinely different. Attention spans, swipe patterns, what triggers a watch completion—all different.

How did you decide which metrics stayed consistent and which ones got market-specific thresholds?

What’s worked for our clients: we build a “metrics baseline by market and platform” document. It’s boring to create, but it eliminates 80% of the confusion and arguments down the line. Everyone knows exactly what success looks like in each context.
One other thing: involve your creators in validation. Ask them, “Does this metric feel like it reflects quality work?” US creators especially will tell you immediately if a metric feels off or unfair. Their feedback, combined with your data, creates a much stronger framework.
Are you also standardizing the feedback loop to creators, or is that still market-specific?
This is a classic case of attempting to apply a single measurement framework across heterogeneous markets. UGC has the added complexity of creator variability, so you’re dealing with: platform differences AND creator quality variability AND audience behavior differences all simultaneously.
From a strategic perspective, here’s what I’d recommend:

Segment your metrics into two categories: universal (things that should perform similarly across markets) and market-specific (things that differ by region/platform).

Build in a quarterly review cycle. Markets shift, creator quality improves, audience behavior evolves. Your metrics framework should adapt.
How are you currently handling metric updates or adjustments? Is this a static document or something you review regularly?
As a UGC creator, I can tell you that when brands don’t have clear metrics, I’m literally guessing at what you want. And then when the video doesn’t perform, I don’t know if it’s my creative execution or if you’re measuring something I didn’t optimize for.
What really helps: brands that give me a clear metrics target. Like, “We want 7+ seconds average watch time, 15%+ engagement rate, 5+ shares.” Then I know exactly what to optimize for. I can test different hooks, different pacing, different CTAs—and track what works.
When brands shift metrics between my videos without explaining why, I lose confidence in the feedback. So if you’re scaling across markets and changing what you measure, definitely communicate that shift to your creators. It affects how we approach the next batch of content.
