Measuring UGC campaign performance when your audience is split between Russia and the US — what benchmarks are actually realistic?

We just wrapped up a UGC campaign that ran simultaneously in Russia and the US, and I’m standing here looking at the numbers trying to figure out if this actually worked or if I’m just looking at noise.

The problem: UGC metrics behave so differently across these markets that I legitimately can’t tell if the campaign was successful. Engagement rates are 3x higher in Russia. Comments are more conversational there but more transactional in the US. Share rates are completely inverted. Video completion rates don’t even seem to be measuring the same thing.

I have benchmarks for each market separately (sort of—those are questionable too), but nothing that helps me compare them. And when I try to create a “blended” benchmark or show performance to my team, everyone’s looking at different numbers and drawing different conclusions.

What makes this worse: UGC is supposed to be easier to measure than influencer campaigns because it’s more authentic and platform-native. But the authenticity itself manifests completely differently in Russia vs. the US. Russian audiences engage with UGC in ways that feel native to VK and Telegram. US audiences do the same on TikTok and YouTube.

I’ve tried normalizing by platform within each region, but that’s getting complicated fast.

Has anyone figured out a sensible way to set realistic benchmarks for UGC when you’re spanning two markets? Or do I need to basically run separate campaigns and evaluate them in isolation?

UGC is actually harder to measure cross-market than influencer campaigns, which is counterintuitive but true. Here’s why: with influencers, you have established personas and reach. With UGC, the performance is driven by content quality, timing, and platform algorithm—all of which are radically different between markets.

What I’ve learned:

Platform matters more than geography. A UGC video on Russian TikTok will perform more like a UGC video on US TikTok than like a UGC post on Russian Instagram. So your first benchmark layer should be:

  • Platform 1 (TikTok): Russian benchmarks vs. US benchmarks
  • Platform 2 (Instagram): Russian benchmarks vs. US benchmarks
  • Etc.

Within each platform-market combination, measure engagement quality, not volume. This is crucial. Russian TikTok audiences might generate 2x the comment volume, but US audiences might have higher save/share rates (which drive algorithm visibility differently).

What actually works:

  1. Calculate “engagement efficiency”: Instead of raw engagement rate, calculate how much engagement you got per dollar spent. This normalizes the volume difference.

  2. Track downstream actions: Don’t stop at engagement metrics. Track clicks to product page, wishlist adds, purchases. The engagement metrics are noise if they’re not driving conversion.

  3. Set market-specific benchmarks first: Collect 3-5 UGC campaigns in each market on each platform, then calculate the average performance. Those are your benchmarks. Don’t try to create one global benchmark; it’s meaningless.

Once you have market-specific benchmarks, you can compare efficiency (“we spent $1000 and got 50% above benchmark in both markets” = success) even if the raw metrics look different.

What platforms are you running UGC on?

Okay, I’m going to give you the real talk from the creator side: when I’m making UGC content for brands, I’m literally adjusting my work based on which market and platform I’m creating for. My UGC hook on Russian TikTok is different from my UGC hook on US TikTok. The pacing is different. The language of the content is different.

So the benchmarks should be different. It would be weird if they weren’t.

Here’s what I wish brands understood: engagement metrics don’t tell the full story. What I care about as a UGC creator is: “does this content sell the product?” That’s measured by conversion, not by comment count.

If your US UGC has lower engagement but higher conversion-per-viewer, that’s actually better than Russian UGC with high engagement but low conversion. The engagement metrics are just a distraction.

I’d suggest: instead of trying to create comparable benchmarks, set a conversion target for each market. That’s the actual north star.

This is a classic case of trying to apply a single metric to two different problems.

In the US, UGC is primarily a conversion driver. We care about: does this content convince people to buy? Engagement is secondary.

In Russia (and many emerging markets), UGC is more of an awareness/trust driver. You’re trying to build credibility and community. Engagement is higher because the community participation is part of the goal.

So here’s what I’d recommend:

Define your objective separately for each market:

  • Russia: What’s your awareness lift? Are people talking about the brand more?
  • US: What’s the incremental conversion from UGC vs. paid video?

Then measure accordingly. Don’t try to create one benchmark. Create two metrics that actually map to your objectives.

The “blended” benchmark idea is well-intentioned but it’s creating false precision. You’re measuring different things in each market. Acknowledge that, and measure what matters for each market separately.

What’s the business goal you’re trying to achieve in each market?

I love this from a community angle because UGC is basically about empowering regular people to create content, and that’s different in different cultures!

In Russia, there’s a strong community-building aspect to UGC. People want to participate, share, engage with each other. In the US, UGC is more about quick, credible proof points.

So maybe instead of trying to force benchmarks into one framework, celebrate that these are different manifestations of the same thing? The Russian UGC campaign might be “successful” because it built community. The US UGC campaign might be “successful” because it converted.

When you’re working with creators or reporting to stakeholders, you could frame it as: “These campaigns succeeded in different ways, relevant to each market.” That’s actually more honest and more interesting than pretending they’re the same thing.

We ran into this exact problem when we tried to scale our product with UGC from Russia to other European markets. What we realized is: you can’t use the same success criteria.

In Russia, we were measuring community engagement, comment depth, shares. In Western Europe, we were measuring click-through to product and conversion. Completely different metrics.

We ended up creating separate dashboards for each market with different KPIs, which sounds like more work, but it’s actually clearer. Each market has its own success criteria, and leadership can see at a glance whether a campaign succeeded in that market’s terms.

Now when we launch a new market, we establish local benchmarks first (3-4 test campaigns), then use those as our evaluation framework.

We solve this for clients by basically refusing to create a “global” UGC benchmark. Instead, we do this:

  1. Platform-market segments: Separate benchmarks for TikTok-Russia, TikTok-US, Instagram-Russia, etc.

  2. Content-type layer: Within each segment, further segment by type (unboxing, tutorial, testimonial, etc.) because UGC performance varies wildly by content type.

  3. Efficiency metric: Calculate cost-per-engagement-point (CPEP) for each segment. This lets you compare efficiency even if raw engagement is different.

Then, when reporting to clients, we show: “In this market with this content type, you’re hitting X% of benchmark efficiency.” Much clearer than trying to normalize incompatible numbers.

It takes longer to set up, but once you have the framework, it’s scalable and credible.
