Sometimes a campaign fails because the creators themselves didn’t believe in the product or didn’t understand the positioning. I’d also ask: did your US and Russia partners talk to each other during the campaign? Because if they didn’t, they might have independently made small adjustments that actually made the problem worse. One market might have tweaked messaging, the other went heavier on paid amplification, and now you have two different campaigns running under the same umbrella with conflicting goals.
I see this pattern fairly often, and it usually comes down to one of three things: misalignment between creator positioning and brand positioning, insufficient audience research before launch, or—and this is the sneaky one—you didn’t actually give the campaign enough time to stabilize before declaring it a failure.

One more thing—when you say the content engagement metrics looked okay in week one, what does ‘okay’ actually mean? Were you comparing to historical benchmarks for those creators, or to industry standards for beauty products? Because those are different things. A creator might have baseline engagement that looks solid but is actually below their historical average, which could indicate they didn’t feel motivated or the product didn’t align with their usual content.

One tactical thing that might help: pull together a simple spreadsheet with creator, market, content format, posting date, engagement metrics, and conversion events. Then sort by conversion rate and look at what’s different about the top performers vs the bottom performers. Sometimes the answer is right there and you just need to see it laid out visually.
